The Europeanisation of sport: sociology of a new European public action

Résumé

The Eurobarometer survey on sport and physical activity indicates that 40% of the European Union citizens engage in a sport activity on a regular basis and almost 15 million people work in the sport industry. It gathers more participants and volunteers than any other activity. Consequently, for the European Commission, “sport is one of the fundamental aspects of the life of millions of European citizens.” Therefore, whether in sport or education policy, the European Union only provides support to its member States, at least in principle. However, sport generates an economic activity, which means that its stakeholders are subjected to the European regulations. As early as the 2000s, the European sport policy tends to progressively establish itself in the European space beyond its mere supportive capability. Sport does not escape the larger political issues of the European Union. The European construction is indeed the result of a largely unplanned process determined by the three logics it involves, which are sometimes contradictory, sometimes complementary: the strategies of States, the inherent dynamic of institutions and the organization of both collective and individual interests. It is the interaction of these elements which makes the European construction an incomplete political process by nature.
